The light truck in front of us had its spare tire mounted on its backside. The spare must never have been driven on, still had its sprue bristles. But wait a minute, it had them only for a 180-degree span on the bottom. None on the top.

Why?

The least implausible possibility I've got is that they just wanted to shave the tire that way, for fun.

Is it possible outside exposure -- UV from the sun, snow/ice -- had caused the upper ones to lose their flexibility and break off?

Because they are easiest to see and reach, and are fun to pull off.
