rule for judging cryptic crossword clues

If the clue uses a word sense that refers to some specific thing, and that thing does not have a Wikipedia article, the clue is to be considered obscure.

(Clue word "coat", answer "capote".)

Capote as coat? It's something you put on your HEAD, as attested to by the 'cap'.

(In Quebec slang, it also goes on the head, but for a different value of head.)
