If I could post a poll, it would go like this:

Biweekly ((biweek)ly?) streetcleaning is
1) a valuable service provided by the city.
2) a pain in the butt.
3) both of the above.
0) neither of the above.

I'd opt for "both of the above", personally.

You might want to look at the LJ poll creator (http://www.livejournal.com/poll/create.bml). It's not the most intuitive UI, but it generates the code for you. A word of warning: once you post a poll, you can't go back to edit your spelling.
